YouTube's picture-in-picture (PiP) feature has been available for some time, but until recently, it was limited to Premium subscribers and users in the US.

This week, YouTube is expanding PiP access to non-Premium users globally, with a small caveat. Users on Android and iOS who do not subscribe to Premium will now be able to enjoy long-form, non-music content in PiP mode. However, this change does not affect users in the United States.
In this scenario, YouTube aligns Premium Lite members with non-Premium users by restricting music content in PiP mode.
So, what does YouTube classify as music content? This includes all music videos, official music videos, Art Tracks, children's songs, and user-generated music content.
